I have been testing a couple of AI generated designs for a possible makeover of my website. After watching your review, I wondered if a new, full AI site would be built with flexbox, but to my surprise, when I checked they, too, are delivered in block mode. As you noted, perhaps this is to maintain backward compatibility with Divi 4.
That said, if we add a new page and add a row (that whole process is probably better discussed in a separate post) the layout is flex, not block. You can change it to block if you wish, but it seems to me that ET needs to explain their thought process because things seem inconsistent.

I think that it would be helpful if Elegant Themes' Divi5 would have better flex-basis control for child items. Right now, they don't offer much in that regard. This is where Grid comes in nicely and Flex fails.
What's more, if they are going to keep adding the Layout: Flex option to each Row, Column, Module, etc., they need to have a better visual 'breadcrumb' trail so the user can understand where Flex is being applied. Right now it looks more like Elementor's visual application than anything.
IMO, it would be nice if ET would spend more time on things like this for user testing/feedback.
